McCormick and Schmick on 1st Avenue is famous for it's happy hour and so is Morton's Steakhouse, on 6th Avenue. Some evenings Morton's features a multi-course dinner for under $50 (it may be an "early bird" deal). Brasa, an upscale place on 3rd Avenue, has an excellent bar menu.

I love Cascadia in Beltown for Happy Hour- they have excellent mini burgers that are to die for!
Brasa is the best deal in town with there 1/2 price menu of food- no drink specials though
ZigZag makes the best cocktails and has some food specials during happy hour
I also love the Met for their little roast beef sandwiches and martini's
Not sure how up to date this stays but this site has some info too:

I still remember spending a 'happy hour' in the bar of the Metropolitan Grill during the tech stock market heydays. It was packed and fun. However, I love going in there anytime just to see the beautiful woodwork, etc.
