Other than the obvious such as the monuments and museums of DC and the MLB teams of the Orioles in Baltimore and Nationals in Washtington, there are some good minor league teams in Aberdeen, Frederick and Bowie, MD.
On July 29, Sunday in the Country feat comes to the Merriweather Post Pavillion - tickets are pretty expensive though, starting at about $60 for general admission lawn and going up (way up) from there.
Baltimore's Harbor Place is a happening place and has some historical ships that can be visited. Fort McHenry, home of THE star spangled banner is nearby.
A drive up to Gettysburg, PA is interesting and informative and nearby (well, not too far) Cunningham Park Falls makes for a pleasant afternoon of lake swimming and hiking. One can fish there too, but I have never had much luck.

Daisy, there are sooo many things to do and see in the Balt/Wash area, it's really hard to pinpoint just a few suggestions. Is he looking for something to do on the weekday evenings or activities that will occupy his entire weekend?
There are two major league baseball teams (the Orioles and the Wash Nationals) and two minor league teams (the Bowie Baysox and the Frederick Keys) in the area.
Does he have his own fishing gear? There are tons of places all over to fish from the shore. Check out this link for places he can fish without a license:

Does he like to hike? The Cactoctin Mountains, Shenandoah NP, and Harper's Ferry, WV are a few places within an easy drive to Balt/Wash.
I'm sure he'll want to spend a little time sightseeing in DC. He'd probably like to take the water taxi and see the sights of Baltimore, too. Annapolis is worth a day trip.
As for evening activities, it would be helpful to have a better idea of where he will be staying. For instance, if he'll be in the Ft Meade area, he might not want to drive to Virginia in rush hour traffic.
