Technically no. You can check your airline's website, but it should say that children 14 and under do not require any specific identification document when traveling with an adult.
Having said that, it's highly recommended he has SOME SORT of ID, at least to prove his age.

Travelers under age 18 do not need ID - when we have traveled with our dtr they just ask her how old she is. Permission from parents to travel with him might be useful if anyone asks - but I have never heard of them requring that for domestic travel.
