Maybe Xpu-Ha Palace (a lot to do).

A small hotel in PDC (Playa Maya) so they can roam and hang out around the town.

Plan a tour with Alltounative (from PDC) - they are very active.

I spotted Alltournative vans at the ruins at Coba and Tulum. If you stay in PDC, you'll also be close to Xcaret and Xel-Ha. We didn't do it, but you could also go visit area cenotes. The Sian Ka'an Bioreserve was very cool too. Plenty of fun and educational things to do in the area.

My 17 1/2 year old son and his friend took the ferry to Cozumel from PDC and spent the day snorkeling. They hired a guide at the dock when they arrived. They had a wonderful time. 16 and 14 though might be a bit young for a trip on their own, though, but it'd be a fun family adventure.

oops, didn't read your question correctly! Sorry! I'd stay somewhere within Playa del Carmen so your teens can wander freely, as Pepper suggested.

I know if I were a 14 or 16 year old boy with the chance to lie on the beach doing nothing but checking out the ... scenery, shall we say, I'd take that in a heartbeat.

Have a great trip!
