Puerto Vallarta for xmas...lots of ???
I am going to PV for xmas vacation and have tons of questions.
-Do I need to rent a car? SHOULD I rent a car?
-What is the best place to rent a car?
-What are some must-see's???
-What are some things to avoid/major scams?
-Are there any xmas festivities that might be interesting?
-Tips on fishing trips? Is the $350/pp really worth it?
-Recommended restaurants?
-Opinions on "jungle excursions" advertised online?
-Suggested day-trips? Nearby ruins of any sort??

I've been in Puerto Vallarta several times for Christmas. It's wonderful!
I would not rent a car unless you want to leave town to go up or down the coastline, and even then you could go by bus. A car within PV will be more trouble than it is worth. Taxis and busses are plentiful and cheap (and walking walking walking, depending on what part of town your hotel is in).
The only scam I am aware of is timeshare sales people... on the street, in booths, possibly even at your hotel or restaurants.
The main holiday festival is for the Virgin of Guadalupe but that happens earlier in December (ends on the 12th). Christmas Eve is bigger, Christmas day more a family affair. You can attend mass at the Cathedral (with the crown on the top) if you like.
There are no ruins I am aware of in the area. I can't recommend any "must sees". To me the joy of Puerto Vallarta is just kicking around town, shopping at the local spots, going to the beach, lounging at the pool, eating great meals, like that.
I've been to PV 15 times now but have yet to do any formal tours or activities so can't help there. BUT do beware when you see folks selling activities or "free jeep rentals" these are most likely timeshare sales in disquise. I would arrange activities thru Vallarta Adventures as mentioned or possibly your hotel front desk.
For recommended restaurants knowing the part of town you are staying in and the price range you're seeking will help... there are literally hundreds of good places.

Most just to realize that Nueuvo Vallarta is a good 1/2 hour drive north from El Centro (downtown) PV! You are actually closer to Bucerias (small town) to the north.
I might change my thoughts about a car, if you plan to do things lots of things often outside your resort you might need one for a few days. Although still, there are busses, taxi, and some resorts offer a daily shuttle into town. Sorry I can't help more but have never been to Nuevo myself.
Hopefully other posters with experience out that way will post too...
