My Bs As Experience
I only had 3 days in that most wonderful city - but will definately go back. Wonderful people, gorgeous city with easy walking and majestic buildings. While caution should always be taken, it is a safe city especially compared to being in parts of the US or Rio/Marseille, but economic crime will probably increase unfortunately. Taxis were cheap, easy to find, and I took to writing down the addresses to hand the drivers - my pronounciation is suspect! For added security you can take radio cabs.
Stayed at the Bel Air - a nice simple hotel in a Sr Suite at $280 pesos including breakfast. I found it a nice room (the name implies somethign grander though), newish, nice bathroom and outdoor sitting patio. If I were staying longer I would have found an apartment somewhere - probably Recoletta. Bel Air had super staff, decent breaky and two computers for internet access.
Good (not cheap) tour with WOW/Cintia, walked Florida St and pedestrian malls, bought some leather goods, (shoes, riding crops, purses etc) fell in love with Havana sweets. Excellent dinners at Cabana Las Lilas and Hereford (just down the canal slighlty and my steak was better albeit less environment than Las Lilas), enjoyed La Biela cafe near cemetary underneather huge tree for people watching, Novecentro in Palermo for a sense of upscale local hang outs (although too New Yorkish considering we were in BA). Las Americanas was a great spot for pizza and empanadas for lunch with locals slong the big boulevard.
Dolche de LEche (sp?) was my unexpected delight besides the steaks and wonderful people. The worst was seeing the impact of the economy on people who just a few years ago were comfortable. 3 days is enough for a brief look at the city - but Argentina would take 3+ weeks. Definately going back.

As a local from Buenos Aires I just want to add that the economic situation is very bad indeed here. One more thing, " dulce de leche " is the correct spelling for your unexpected delight.

I visited Bs.As. in October last year and can only second what DCK has said. Beautiful, interesting city and very friendly people who seem willing to help out tourists. I was there for ten days and was not able to see everything I wanted to see and I would love to go back.

Glad to hear you liked the Bel Air....I have eaten there several times....and toured the rooms....I plan to stay there on a future trip...For a three star hotel, it is stylish and in a great location, just around the corner from the Gran Bar Danzon....and Santa Fe shopping, including the El Fenix wine store on the corner of Libertad and Santa Fe...and the pizza place on the other side of Santa Fe has the best pizza in Buenos Aires imo.....
