Check out the reviews at tripadvisor.com
for hotels in Morelia, for example, under $100: http://www.tripadvisor.com/Hotels-g1...Vacations.html
We stayed at Hotel Los Juaninos, which we thought was wonderful but it would run you considerably more. . . The Virrey Mendoza sounded wonderful too. . .

In Morelia I stayed at the Hotel de la Soledad - about 1 block away from the cathedral - moderate prices.

I have reservations for Best Western Hotel Casino. It is right on the main plaza and has good reviews. It is $72/night + tax. Hotel Concordia has great reviews and is cheap. It's 3 blocks from the plaza. Lonely Planet cautions about the area which is why I didn't book there, but it may be worth a try.
