Tulemar Bungalows or Buena Vista Villas would be great for you - very nice and on the beach in Manuel Antonio - not all inclusive, but plenty of good restaurants that are easy to get to and affordable. All inclusives aren't that popular in CR.

Paradisus Playa Conchal might be a good fit. You can stay at the all-inclusive hotel, or rent a condo which would keep the whole family together. Then you can opt in- or out- of the all inclusive part. Look at playaconchalcondo.com or vrbo.com for rentals.
