You can't go wrong with either chose, but let me try to be helpful. They both have amazing beaches. Angra is more secluded and you can have alot of alone time. Buzios is a bit more commercial, and more restuarants and nightlife options.
I prefer Buzios, but they are both great!

I went in November of this year on a Saturday of a National Holiday 4-day weekend, which was a busy time in Buzios, and had no trouble just going and finding a place after I got there. I preferred that because I wanted to look at the places before I decided to stay there. I'm glad I did because the ones I checked that were suggested by guides and friends, I was disappointed in, and found a much better one that I loved, at a better price. The time frame you are going is when Brazilians are on their "summer vacations" and school is out for 3 months, and during the run-up to Carnaval time (when Rio residents head to Buzios to get away from the craziness), so prices may be higher then, and rooms harder to come by. Decide if you want to be within walking distance of the beaches (which I did, quieter there), or the Centro business district where the clubs, shops and restaurants are (there are nice Pousadas there also) There are rental offices and agents in the business district that can help you. Also check some of the Buzios websites for listings. Here is an association of Buzios hotels site: www.buziosdirect.com

I liked the Ferradura and Geriba beaches the best. Not as crowded as the ones closer to Centro. I stayed at Geriba for $60 US and rented a car for $30 US/day. Cabs are $7 US one way to Centro from Geriba. Have Fun and give us a report when you get back.
