From my observations last october, they were very well advanced with new metro stations on the line to the stadiums which were being built. The facilities were also quite advanced, I think the main concern is not enough quality accomodation. So many hotels in Athens with 70's decor or prior have been allowed to stagnate and are overdue for refurbishment.
Advice is get in quick if you know already which hotel you wish to stay at.

Sydney 2000 set such a high standard, that it will be difficult for any other city to emulate. My guess is that the main venues in Athens will be completed on time, but city infrastructure will struggle to accommodate the sudden influx of visitors.
