I stayed here, http://www.hotelbretonniere.com and liked it very much. I stayed in both the old building and in the new wing which is nicer. Less expensive than your budget but a short walk to the city walls and the center.
Beyond my budget but likely not yours, the grand dame of hotels in Beaune, and nearby mine, appears to be the Hotel de la Poste. http://www.poste.najeti.fr/ It's well reviewed on Trip Advisor and located across the street from the town wall, an excellent location.
There was also an excellent neighborhood restaurant with a patio, good food and friendly owners that I recommend, closeby and on the way toward the center. I've forgotten the name but it's between the 2 hotels, same side as the Bretonniere.

We stayed in Beaune at the Mercure because we did not have a car either. Walkable to town center and lovely rooms.http://www.hotelsavings.com/booking/1013342

We stayed in Hotel le Cep in September. I am not sure of prices when you are in Beaune but take a look. It was an excellent hotel and we would stay there again. We walked everywhere. The Saturday market was great as were the restaurants. The tours we took picked us up at the hotel.
