Yes, each arrondissement has its own "City Hall" or "Marie". The quarters that are often mention (eg Latic quarter) are usually a smaller part of an arrondissment.

All 20 arrondissements are covered by the zone 1 metro ticket. We just bought carnets (ten tickets) as we needed them. Cost 10.50 Euros for a carnet. You can bounce all over Paris one ticket until you finally exit the metro system for that trip. But in reality we found we could get mto ost places using a maximum of two lines. We stayed in Arrondissement 17 with our nearest metros being Rome and Place de Clichy on the number 2 line. This line intersected (at one station or another) with every other line we needed to get to and from all the different areas we visited in Paris. In fact part of the fun was seeing how many different lines we could use to get around the place!

The other zones come into play when travelling outside of Paris itself but still within the greater Paris region. Usually you have to change to a RER train for this but you can buy the ticket at the metro station that you start from and it's valid on both the metro and the RER, and you can change between the two without exiting the metro system.

A city hall is call a "Mairie" in french not a marie.
