Hi Carol,
I'm in Rome right now. The days here are still pretty warm, so I've seen people not wearing hose. Open and closed toes are both fine. You will want a light jacket or sweater, as some cooler weather has moved in, and some days there will be very light rain for short periods. (I packed 3 twin sets and wore a blazer over on the plane and have been fine with these, as I can also use some of the cardigans with other things.)

I'm no expert on Rome in September but am crazy for packing right for each trip I take.
I'd guess no leather coat or raincoat since the weather is still warm. I wear nice-looking but comfortable walking sandals with my capris. I take only slacks so hose not necessary. The trick is good pieces that layer and mix and match. The twin sets as mentioned already work well. For the outer layer I wear an unstructured knit jacket on the plane.
Your goal is the most versatility from the fewest items. I would not worry about fashion in Rome but about your own comfort while touring.

Well tomorrow Chocolate suits and lots of checks are in vogue, however, the day after we see austere monochromic colours a la Helmut Lang, then the day after we're into multicolour with Pucci...
Wear whatever you like, pick up a copy of Vogue if you'd like to know what's in, er, vogue.

Buy a wonderful silk scarf in Rome and enjoy it while you are there. The long "crinkle" silk ones seem to be in style lately. I personally love to add scarfs to my outfits but after looking at all the women in Rome wearing them I can't wait to get one and wear it. Maybe you are not a scarf person but give it a try while you are there.
