Don't think from ChevyChasen's comment that the District line would take less time. It will be exactly the same travel time whether you take the Circle or the District line from Victoria - since they run on the same tracks and have the same stops.
As long as you board an eastbound train (on either Circle or District) the trip is very straightforward. Just get on whichever train comes first.

I don't remember it taking too much time. The second night when we were in London we took the tube from Victoria and got off at Tower Hill. It might have taken 20 minutes, maybe a 1/2 hour.
We did not find it hard or confusing and we did not have to change trains or anything. I think we took one (the circle ) going there, and the other coming home.
We went at night and walked across Tower Bridge at night. It was lovely. We even caught some fireworks being set off in the distance.
