Have you tried this site?

I just got it off this forum someplace. It guides you to all the intra-Europe budget airlines. Some do to Bucharest.
If you can get yourself someplace . . .
I am involved in solving a similar problem and am just hoping for a good fare to someplace so I can travel around.

I'm new, and rather late to this thread, but thought I'd post what we did in case anyone else finds this useful.
My husband and I are traveling to Romania for his brother's wedding. Tickets were expensive (we've been saving), but to keep the fares well under $2000, we booked roundtrip from Phoenix to Rome on Orbitz which wasn't too bad. Then we bought separate tickets on Tarom (the Romanian national airline) from Rome to Bucharest on their website. Even with the exchange rate (we were charged in Euros) and credit card fees, we saved hundreds on airfare versus trying to book the whole trip with American travel sites/agencies.
You could take a train into the country from somewhere else, too. We just don't have time for that option with our family obligations.

Another point: we booked extraordinarily late since we were waiting on husband's passport from Romania. Fares were a lot less a few weeks ago. British Airways website had one direct from Phx to London to Bucharest for around $1100 - wish we could have snapped that up. Oh well.
