Segovia & Tolego vs Madrid?

Yes, I did daytrips to both cities from Madrid. Like I said, not the best way to go about it, but we did it as we really wanted to see those cities.
I'd seriously consider taking early trains to get to each city, as Toledo was about an hour's train ride, and Segovia was about 2 hours...local train. Long train rides for short visits.
I remember the times because my friend had wanted to go to Seville, but since it was 2 hours on the AVE, my friend said, why not go to Segovia. 2 hours later, we mentioned we should have gone to Seville for the time involved. But perhaps we took the slow train...others may have different experiences.

The best way to travel to Segovia by public transportation is to take La Sepulvedana bus. It's a 1 hr. 30 min. non-stop ride (sometimes a bit less) from La Sepulvedana bus station on Paseo de la Florida 11, next to the Hotel Florida Norte. You can reach the station by metro, lines 6 or 10, stop is Prìncipe Pío. Exit the station through the new shopping complex and La Sepulvedana bus station is across the street. For Segovia bus is quicker than the train, and the Segovia bus station is within easy walking distance of the aqueduct. I would take the 8:30 (1 hr. 15 min.) or 9 a.m. departure. Cost is 6 euros one way.

The best way to Toledo is to take the new high speed AV Media Distancia train from Atocha station. The ride takes under 30 min. and only costs 8.3 euros one way. From Toledo's striking mudéjar architecture train station you can take a bus up to the Plaza de Zocodover. There's a handy 9:20 departure arriving Toledo at 9:50.
