I think I stayed at Visconti Palace and Cicerone years ago when I was traveling on tours. From what I remember they were both just fine - both are across the river on the Vatican side, correct? I'm not sure I would chose to stay in that part of Rome as my first choice unless your main sightseeing is the Vatican but I think both are really not too far that you could not easily walk across the river to the other sights. For much better info than these long ago memories - check out Tripadvisor - great resource for current hotel reviews.

Have you checked out tripadvisor for hotel reviews? It is a great resource.
Are you choosing by price? Location?
There are more charming places to stay IMO for decent prices.
I was recently in the lobby of the Cicerone and found it dreary and tour group oriented, as are the Jolly chain of hotels.
Personally, on a budget I would look at Daphne (either location) if a B&B will work for your needs. If you need full service, what is your price range? There are many that get god reviews on this and other boards in the moderate range.
My favorites are the Del Senato (though they have now priced themselves out of my budget), Capo d'Africa.
