Do you mean "best" in terms of official reviews by gastronomic critics or "best" as suggested by totally random posters on an internet site?
I like Chez Marianne on rue des Rosiers, but it has very little to do with the quality of the food and much more to do with the ambience. Does this help?

I am not a fan of the Marais, so can't really help you.
Near the ET, I like Bistro Belhara, Cafe Constant and les cocottes.
You might take a look at Paris by Mouth...their restaurant guide lists restaurants by arrondissement . They also have a list of their top 50 Paris restaurants.

One of my favorites near the Marais area is Le Temps des Cerises on rue de la Cerises, a side street just off Blvd. Henry V, between the Bastille and Ile St. Louis. It is a small but atmospheric family run bistro with delicious food. Great steak, duck and fish dishes. If you want to get adventurous, try the boudin noir (blood sausage) that they make fresh in house. The wine list is small but contains some excellent bottles. We found this out of the way place because we rented an apartment on rue Castex, the next block over. I thought I discovered this hidden gem for the English speaking world, but it has since become pretty popular on this site. As far as restaurants near the Eiffel Tower, the first few blocks of rue St. Dominique is one of our favorite restaurant rows in Paris. There are dozens of very good restaurants to choose from, including Le Violin de Ingre, Le Fables de Fontaine, Le Fontaine de Mars, Café Constant and Chez L'Ami Jean.

The first time we went to Le Temps des Cerises, I described it as looking like a pizzeria in Jersey City. Weird tiles outside. Chrome. Neighbors petting dogs, playing with children, patting pregnant women on their tummies. Food fabulous, though very simple.
Four of us went back four or five years ago, and it had been gastronomized. The food was still great, but it was more ambitious and cost about 5 times as much. But they gave us a bottle of digestif for the table, absolutely gratis, and I would go back again in a minute.
Every time Cafe des Musees changes hands, people moan that it has gone to the dogs. Prices have certainly gone up, but the signature dishes are unchanged in taste and quality in the twenty years I have been eating there.
I've never eaten at that restaurant on the right as you enter the Place des Vosges, Bourgogne or something, but everyone always looks happy, and the prices seem reasonable. Nice setting in good weather.
Finally, I try to eat one brasserie meal every time I am in Paris, and Bofinger is on the Bastille end of the Marais.

Cash only is a killer for me. I never go there anymore. My suspicious mind translates 'cash = fraud'.
(besides I've never cash on me - I'm traveling all year round and have mostly 10 e on me).
