I don't get the reference to NYC. This is the safest large city in the country. And Mace, pepper spray et al - are ILLEGAL here.
As for being a cop - one of my uncles was - and he was against the average person carrying a weapon of any kind - since it's much more likely to be used against (or turned on a family member when in a rage or drunk) them than to help them defend themselves (if by some horrible mischance they fall in with a local band of criminals.)
