For the language immersion I still think that Rennes would be a better bet. Can she rent a room with a family rather than staying in student housing? That would help.

NO student does a semester abroad at that level in order to attend the best possible university. It's only a couple months, any French university would be adequate for the purposes, I'm sure. Most students do that just for the fun and don't even study anything seriously. Especially if they intend to be traveling around instead of studying.

Sorry - many kids/families cannot afford to pay for a whole semester of traveleing about without getting the necessary course credit. What you're talking about is just an extended vacation or a foreign language course - not a semester abroad. I've known several kids who did this and all except one did it for credit - and had their college approve the program and courses before they left. The other was just a disguised vacation - to get the young woman away from an undesirable boyfriend.
