I think when people say romantic they mean decor other than modern, and something above "basic". I've just never heard anyone refer to a real modern hotel as "romantic", so that's my guess. I do think the Danube is possible in this price range, it is one of the cheapest mentioned.
4* hotels like l'Abbaye St Germain are not going to happen for $300 a night as their cheapest room is about 275 euro. But it is the right type.
I've heard the K&K Cayre is nice, never heard it being called romantic, I don't think it is remotely romantic. Businesslike, modern, etc.
Here's a nice romantic hotel, but again, its rooms start at 275 euro, that seems to be the way it goes. It's kind of expensive to be romantic. http://www.hotelducdesaintsimon.com/rooms.html
okay, I like the hotels in the Esprit de France group and often stay at one, they have several in your price range, check out the Hotel des Saints Peres, it is romantic and does have a classic room at 236 euro (I wouldn't book the standard).
I would also recommend the Hotel Le Petit Paris which has a great location in the Latin Quarter and is fairly romantic in decor. http://www.hotelpetitparis.com/uk/index.php Be sure you click through to look at the actual offers under best available rate, as they do have some in there for less than 300 euro.

You might find an Eiffel Tower view room at the Hôtel Londres Eiffel for under 300 euro but you'd better hurry to reserve. We stayed there some years ago and it has since been redecorated. Have also considered the Hotel Britannique on a previous stay--it definitely looks romantic.
