I have been looking at hotels on the web and noticed that many of the hotels list "tarif" seperately from the reservation and price quotes. Is this not included in the price per night?

Huh? "Tarif" is the French word for "price" in this context.

I've seen websites that have the French verbage on one side and the corresponding English verbage on the other side... maybe that is what you saw: ex. Tariff on the left and Rates on the right..?

I was thinking the same thing as Travelnut, it may be just the same thing in a couple places under different languages (usu French and English). I've never seen a quote to make a reservation, not sure what you mean by that. They do use the word "tarif" mainly on French hotel web sites to indicate the price.
