Check out this site for the Familia Hotel. http://www.hotel-paris-familia.com/index.htm I stayed here a couple years ago, it was perfect for me and my friend. Great location by Notre Dame, Metro stops close by, just a great neighborhood and really good prices. You need to call or e-mail your request for dates - can't tell on-line.
Also here is a great site: http://www.myhotelinparis.com/ My only suggestion on this is for you to make sure you know the cancellation policy, they could keep your deposit if you decide to change or cancel. With all the listings of hotels on this site you might want to do a search on google for a particular hotel and try and book direct.

we stayed in the area of Saint Germain (lots of restos and bars, art galleries and close to Louvre and Notre Dame). Others love the Latin Quarter.
Our hotel was Hotel left Bank Saint Germain (www.leftbankstgermain.com) which is actually a Best Western property in a 17th century house.
But I just looked them up and they're quite pricey in October.
How about the Hotel du College de France (www.hotel-collegedefrance.com) or Hotel Europe St. Severin (www.paris-hotel-severin.com) or this beauty: Hotel Saint-Germain-des-Pres (www.hotel-paris-saint-germain.com).
Otherwise, you may want to start with this website that'll show you all hotels in an area (www.hotelsearch-in-paris.com - then go to search by map).

You might also want to pick up a book (or take notes from it in Borders while sipping a latte) called "Great Sleeps in Paris". It focuses on hotels that meet all your requirements - clean, safe, well-maintained and reasonable.
