Old ZTL notice Italy
In September 2015, I apparently drove in a ZTL zone in Modena, Italy while lost in the city.
I received a notice from Hertz in October 2015 that they had received notice of this violation, and had forwarded my name and address information to the relavent authority in Italy. They also charged my credit card an administration fee.
The letter from Hertz stated,
“Once you are notified of the paper violation by the Authority with your full name and details of the offence, you will be able to proceed either with the payment or dispute in accordance to your circumstances.
I am not denying that I am responsible for this violation, so I expected to wait from a few months to as much as a year to receive the actual violation in the mail with payment instructions.
Well, after waiting more than a year, I contacted Hertz in December 2016 to try to find out why I never received a violation in the mail by the Authority..
They had no idea why, and suggested I contact the
Commune Di Cremona / Serviso Polizia Locale.
i sent them a letter in January 2017 with copies of the letter Hertz had sent me, and requesting a copy of this violation with information on how to pay it. I received no response, and resent the letter in Decemberr 2017. I have still never received a response or any correspondence, except for the original letter from Hertz.
What do you think I should do in this situation. It is now 3 1/2 years later. I don’t want some record of this to prevent me from renting or driving a car in Italy.

I assume there are two possibilities: (1) Once the rental company notified Modena where you lived, they decided it was not worth it to them to pursue it or (2) they sent a notice to you, perhaps mis-addressed, and have since sent it to an international debt collector for collection. The collection company then would also be communicating with a potentially wrong address. Once Modena sells the debt, it has no further interest.
I doubt it would impact your ability to rent a car; presumably if you booked through a broker like AutoEurope, they could confirm that. I have read in other travel forums that there is also a statute of limitations on such action, which I believe is 5 years in Italy, so, in any case, if true, it would go away next year.
I guess there is a small chance that, in case of a future accident or other traffic stop in Italy, that the unpaid ticket could come up. I would bring whatever documents you have that show you made an attempt to pay the ticket.

I wonder if anyone else out there has had a similar experience.
I have never had any intention to do anything but pay this fine when presented the violation and payment instructions
