Munich and Paris: Vehicle congestion charge?

Do these cities have a similar program as London where a fee is charged to enter the city?

For instance, in Paris, we will be arriving by car from Bayeux. We'd like to have passengers dropped off at Paris apartment in Latin Quarter, then DH plans to return car to Gare de Lyon.

In Munich, we'll be dropping car off at main station.

New laws for Munich will be in effect next fall, but don't worry. What will be done is to classify cars into different "pollution grades" and deny access to the city to those "bad" cars (on polluted days or any day). Your rental car won't be affected.
