FWIW, I stayed a couple of nights last February at Pensione Paradiso, a modest but clean place across the street from the Lepanto Metro stop. Was refered by Pensione Panda. My single was 32E per night and I'd stay there again.

HOtel Venezia was very nice when we were there in 2001; being not far from Termini, perhaps not as centrally located as some, but certainly doable for sightseeing, etc. Very friendly staff, nicely appointed rooms with antiques. Forget what we paid, but it was "reasonable"; that was before intro of the euro and the falling dollar, so assume it's more now, as are all places.

Just slightly higher than your 130E budget are the following that I have gotten quotes from for our June/July trip. Since you will be out of the high season, they might be within your budget.
Residenza Canali ai Coronari (145E)
Hotel Le Petit (140E)
Residenza Frattina (140E)

As hotels in Rome are very expensive we always stay outside of Rome there are a number of villages and towns served by the trains. We are usually ablre to get a nice room for 70 Euros and the train is only a few Euros. Last time we stayed in Tarquinia the train takes about an hour but goes often. Tarquinia is great has a walled medievel city, the most amazing gelato bar in the hotel right at the gates of the city, terrific shops, a few great little restaraunts with good prices (especially compared to Rome) is safe has catacombes and a terrific museum, cobblestone streets and we were able to get to the beach for a couple of afternoons in the 100+ degree weather. On saturday night at 7 or so everyone comes out to the streets to stroll and visit - The police even block the entrance the walled city to traffic. Just a possibility

Back in 2001, I made reservations with Hotel Forte (http://www.venere.it/roma/forte/) located in Via Margutta, a pedestrian street very close to the Spanish Steps and to a metro station (Piazza Spagna). The staff I talked to were extremely courteous and when I had to cancel the trip (three days before departure), not only they were very gracious about it, but sent me a beautiful condolescence note. The price was $90/double, breakfast included. The street is the one where the Gary Grant character stayed in the movie "Roman Holiday" and from what I researched it was a very good location lined with antique stores and very good restaurants.
