We loved hotel Uhland in Munich. It was very quiet and close to the metro. The staff was very helpful and the room was clean and large. I think it is in your price range. Great buffet breakfast too!

In Budapest...

We enjoyed our stay at the Hotel Victoria, on the Buda side, near the Chain Bridge. It was about 99 Euros per night and every room has a view of the Danube.
