The coast running northwards from Tarifa is windy, much favoured by windsurfers - here you'd have to find a sheltered spot or lie down out of the wind.
There are lots of great places along this coast - the wind keeps the tourist hordes away.
If you want to go to the tourist beaches, its easy to get a bus east to the Mediterranean coast.
I recommend the Hurricane Hotel 2 miles north of Tarifa. It has stables & there is a national park opposite for walks.
Tarifa itself is a nice little town. You might want to visit Cadiz while in the area - bus from Tarifa.
