there's a guy on here who first discovered all them, or at least the Fodors page that defines them, who probably knows a lot about this (Budman? nor sure).
However, I think it is up to each individual web site to somehow include the code that allows them. I don't even know what it's called exactly, but if a web site doesn't "activate" them or program them somehow, you can't make them -- I think. And, they can allow some and not others. For example, I use AOL's AIM sometimes for IMs to folks and only a very few of these pictures work on AIM -- just a couple of the basic faces. When they work, they happen automatically if you type the certain characters, I think -- for the smiley face, you know it's just colon, dash, right paren
So, I don't think you can make them anywhere you want from experience, but someone will know more about it, I'm sure
