Hotels offering washer/dryer are often the more expensive ones. And using the hotel service for them to do your laundry, expensive as well.
My recommendation is ask/look around the neighborhood you are staying in to find coin-op self-service laundry matts or services where you drop off your laundry and they do it for you with a per-piece or by-weight price.

If you're asking about European hotels with in-house do-it-yourself washers/dryers - I've never seen one in 50+ trips - although I suspect you may find some in large, inexpensive hotels in the most popular family resorts. In my experience the choices are having the hotel do the laundy (very expensive and can be excrutiatingly slow - and they seem to iron everything - even panties) or searching for a local laundromat - which means staying in a somewhat residential area vs center city may be a good choice.

NYVISITOR's suggestion is a good one. you can rent an apartment for as short a stay as 3 days in many places.
