The Negresco is one of Nices classic hotels, though Ive no idea if it lives up to its old reputation. The Hyatt Regency, Mridien and Htel Suisse are also supposed to be good, though the first two are chains.

The La Prouse is indeed excellent--and also very expensive for a good room with a sea view. Recent redecoration seems to have lost the original Provenal colors, unfortunately. But the view from the rooftop garden is spectacular.
The Suisse is also very good; rooms are on the small side but very well designed, with large, modern bathrooms. The small balconies afford excellent views down the Promenade.
Another possibility would be the Westminster, where we stayed last year. It's not far from the Negresco; junior suites are worth the splurge for room sizes (large marble bathrooms, too) and views across the road to the sea. The buffet breakfasts, if you can get an inclusive rate, are excellent. Staff are helpful and pleasant.

La Perouse is a perennial favorite (the Suisse is a slight step down). Just note that their position at the end of the Prom can mean slightly longer walks/bus/Uber to other destinations or the train station. The Hyatt has a wonderful pool/lounge on the top floor, where breakfast is served. The Le Meridian is a slight step down, the lobby is a bit disappointing but the upgraded rooms facing Castle Hill/Le Chateau and the beach have great balconies and great views (room is a bit tight) and the rooftop is nice. The Boscolo Exedra is quite nice, but removed from the sea as the construction at the new tram stop is lingering even after the initial opening tomorrow.
