a small boxe/tube of tylenol or advil (like you see at the airport with just 6-10 pills)
i think things like this make a fun pre-trip gift and are not expensive. she can decide if she wants to pack them or not.

Depending on her hairstyle, she might appreciate a dual voltage compact hairdryer. Both Magellan and Travelsmith carry them----the Travelsmith one folds.
A nice (silk rather than cotton) sleepsack if she is going to be staying in hostels. Also, AYH (American Youth Hostel) membership will get her discounts and reservations privileges at hostels in Europe.

..definitely money but with specific purpose. I would suggest that she understands it is for a special dinner (when I was a student this was defined as anything other than canned tuna) or a special event- a concert a bus tour or entrance fees to a special museum ect...make it understood that you want a report as to what it was spent on..This will make sure it is used for something special and not a slush fund.
