I second the recommendation on Les Templiers...it is a family run place(three generations of Pous) with a lot of real charm and original artwork on the walls accumulated over the years. They had original Picasso's hanging (he frequented the spot and paid for services in kind during his exile) until they were removed after attempts at theft and vandalism.
Lots of galeries, restaurants, and you can take a nice walk following the coast past a castle, a windmill, old forts and meadows to the sandy beaches at Racou, a quaint beach area where a lot of locals go with their families. (Beach at Collioure is all stones).
There is also a Michelin one-star overlooking the harbour (Le Neptune) run by a FrancoGerman couple if you love good gastronomie.
Collioure is a little gem, but it is mobbed by drive-in tourists during the day. However the mornings and evenings are sweet indeed. There is a small train station next to the bull-ring, so you can get there without a car as well. You can take boat trips to neighbouring harbours as well in the summer from the quai.
Elne has a nice cathedrel, but for quaint fishing port ambiance with an artistic flair, c'est Collioure. A ne pas manquer... Rouss

There is a sandy beach at Collioure as well as the galets.
South from Collioure is Porte Vendres, which is a good fishing port. Of course the food is great at this port. La Chalut is a good menu for 13 € and this is very cheap, tasty, and fresh. The menu is a starter, main course, and a desert. I get a bowl of mussels for a starter-it has a variation of methods but the mussels are always good. The main courses give a good selection and everthing is good. I eat at this restaurant often.
