Capital One question
My experience is the Cap 1 doesn't add any surcharge for foreign transactions. However, I have read in multiple places that this policy will be changing. Anybody been overseas recently and used a Cap 1 card?

I have not used Capital 1, but I'm posting anyway.
The key words in your posting is "will be changing". Card companies are always changing things. Not only call, but e-mail them. Both phone help and e-mail help can give wrong info. If the information turns out to be wrong, the e-mail documentation will support you argument better than "they told me."

I used my Capital One in Italy in Sept with no surcharge. If they are going to change it, they will have to notify customers in writing, so just be sure to carefully read any brochure they send you.

I have a Capital One card and they don't have any surcharges. They would have to notify you if they changed that policy, of course. Calling Capitol One and asking a customer service agent if mgt. is going to change that policy in the future is a waste of time IMO.
I read the paper and lots of other publications regularly (as well as my Capitol One notices in each bill) and have never read in a single place anywhere that this policy will be changing. Could you please list exxactly where you read that, as you say you've read it in multiple places?
If you are saying you have read idle speculation by people on forums like this one that some day they probably will or I am guessing they will, that's another thing.

Funny, I was considering applying for a capital One VISA card and asked just this question of Capital One. I recieved an e-mail reply today, the text of which follows:

I just applied for a Capital One card (to use next summer in Europe) and asked the rep. about their policy. All he was able to tell me was that there is currently no surcharge but that he couldn't guarantee that the policy won't change.
I did tell the rep. that the only reason I was applying for their card was because of their surcharge policy. Perhaps if all of us who do apply for the card acknowledge how much we appreciate their policy, they will realize it is a good marketing tool!

I haven't read any rumours they are on the verge of changing their policy on this....MBNA used to only pass along the 1% visa/mc fee but they've been bought out by Bank of America so that will be changing as soon as the changeover is made....
Now with what is going on in the credit card business, at least in the US, the question is whether Capital One can continue running its own credit card program or whether a merger will occur.
There is nothing anybody can say or do that will cause this to happen or not to happen. Until then let's not kick a gift horse in the mouth or whatever the pun is.
