Bus from Victoria Station to Bloomsbury
When I was in London in 2006, Bus #38 had a route from V.S. to Bloomsbury. Right now, my granddaughter is studying at Oxford University and will be taking a train into V.S. this week.
Is the #38 still the correct bus to get her, and other students, into the Bloomsbury area, but specifically to the British Museum?

How on earth is she going to get from Oxford, by train, to Victoria? More imprtantly, if she's incapable of working out by herself getting across London, how was she allowed in? And how is it possible for her to be so utterly feckless she can't ask this question for herself in the JCR?
It's one thing to indulge this sort of dependency from American students in their underdemanding academies back home. It's utterly unacceptable to put up with it from a grown woman at a real university.
If she really can't navigate herself, you need to get onto the master of her college and demand the fees back.

While FlannerUK has posted with his usual charm - in fact he has a point. Why is a grandmother from the US trying to give local directions (and incorrect ones) to a university student in another country?

Her train would come into Paddington Station. From there, the #7 bus goes to within a block of the museum or there's the Underground.
If she's coming by bus, she would come into Victoria Station. The # 38 bus to Museum Street is 1-2 short blocks to the British Museum. It's an interesting route.
The Underground to Tottenham Court stop, then about a 5-10 min walk, would be faster than the bus.
A favor would be to introduce her to www.journeyplanner.tfl.gov.uk
