They have an airport minibus shuttle service that takes you to your hotel, around 8 people or so per van-works just fine-and is a good value. They also have a special airport shuttle bus that goes to the downtown metro terminal, where you can catch the subway to whereever stop you need to be-but I would take the minivan.

I don't always like taking minibus shuttles, because they don't always work as smoothly and efficiently as they promise. But the minibus shuttle service in Budapest lives up to its promise and is a good value, especially if you book a return trip. It's easy to find the shuttle bus booking desk at the airport once you've left the area where you pick up your bags, there are some benches inside the airport where you wait for your driver - and our driver was available within 7-8 minutes. He was courteous and efficient and the minibus was in good shape (not pristine or luxurious but good enough). Pick-up from our hotel went equally smoothly - the driver showed up about 5 minutes early and there were no stops en route to the airport (we were travelling from the Hilton in the Castle district and with six passengers, he didn't make any additional pick-up stops).

The owner of the apartment I rented arranged me a private taxi transfer.
It was 20 euros (5000 forints) each way or 38 euros for the return trip.
His name is Alajos Pulai and he speaks good English.

We used http://www.hotelonlinehungary.com to book airport transfers. (Click on "Airport transfer and pickup" link on right side of the home page.) Our driver, Istvan, was simply delightful and I would highly recommend him. He speaks excellent english, is a fantastic driver, and has a warm, engaging personality. Istvan was one of the highlights of our visit to Budapest. He answered every one of our questions eagerly and actually had us laughing so hard we had tears in our eyes. Cost was 23 euro each way and worth every euro!

Taxis operating from the airport to the city are regulated by contract with the airport authority. Maximum fares are applied. See http://www.bud.hu/english/transport/taxi
It's the equivalent of about 15 euros to "downtown".
