Paris Banks don't charge anyone for use of their ATMs, at least not American cards (I think they can charge European cards).

It's your own bank that will charge you or not when you use other ATMs, in Europe or elsewhere. SO if your own bank charges you when you use any ATm other than Citibank, that's another story. Their used to be some Citibanks in Paris, but I think they all shut down, actually.

Paris Banks do not necessarily charge for an ATM transaction but the exchange network will (Cirrus or Pulse); 1% of the transaction. Beyond this charge, it's up to your local bank.
