If you don't meet all the requirements for bringing your cats into the UK, they will be taken from you and put into quarantine for six months or destroyed. If you are just transiting the UK and the pet will be in country no more than 48 hours, you can arrange (in advance) for the cats to be held in a licensed facility and transhipped. Yes they will need an immigration procedure. It's called quarantine which basically means them being locked up for 6 months

What part of:

I see the question was also answered in your other post. Heed the advice. If you attempt to smuggle the cats into the UK and are caught, the cats will almost certainly be destroyed, and you wil be charged with a criminal offense.
BTW, the pet passport scheme is fairly recent. Before that, ALL cats, dogs, and other animals susceptible to rabies were quarantined for six months without exception.
