It probably does count. As long as it has no decorations, as tinsels are considered distracting from the true meaning of the holiday. Accordingly, the pole should be tall, silver, hollow, long, skinny, and heavy.
Don't forget the Feats of Strength - where during the celebration the head of the family test his strength against one lucky person and that the Festivus does not officially end until the head of the host family is wrestled and pinned down.
