We've cruised out of Baltimore twice (Celebrity & RCI)- had a good experience both times. When we cruised last year, the parking area was so close to the terminal/hangar that we just walked there after we handed the luggage to the longshoreman. We did the online check-in and were directed to the appropriate line when we arrived. We were on the ship within 15 minutes or so of having parked our car. Key might be to time arrival well before or well before the transfer busses arrive. I think we arrived around 11:30a.
When we disembarked, we just got our luggage, walked to the car and were on our way home without any problems.

Sorry - I don't recall off-hand, but I don't think it was more than $10/day. I do know it was more than we had paid in 2001 - I believ $7/day. Your best bet for current rates is to probably check the website for the Port of Baltimore. (By the way, they only took cash - at time of entry.)
