Gozo is Malta's sister island, very much like the Tobago of Trinidad and Tobago. Its pretty much geographically in the middle of the Med not far from Sicily.

Buck Island. No traffic....no construction....no haggling....no crime....no culture....no food....great view (of STX)....no color....great snorkeling....nice beach....no litter....no potties....(all tongue in-cheek of course). Jamaica....Jamaica....Jamaica....fits all three of your criteria. St. John and Tortola are there as well.
