It's pretty much like the rest of the Pacific NW coast...generally warm and sunny, probably 60s and 70s, maybe in the 80s if we're having a heat wave ;-). Rain in early July would not be that unusual, but generally July is a dry month, even out there on the coast.
Not many people go swimming in the Pacific (it's just too darn cold, even in the summer!), but I suppose you could wear a wetsuit if you really wanted to get a swim in...or if you were going to take a surf lesson or something where you'd be in the water for a while.

I've been swimming at Tofino in July without a wetsuit, and I can officially confirm that it's COLD, and I have a fair bit of natural insulation. My brother, who was with me, and is not quite so well insulated, turned a slightly unnatural shade of blue.
I guess it depends on how you deal with really cold water - I don't really mind it and swim at Tofino every time i go, but I don't spend a long time out there.
If you get there and decide that it's just too damn cold, you can always rent a wetsuit.
