Quebec City transportation question

I'm visiting Quebec City in several weeks for a function, and I was wondering if there was a convenient method to go to downtown/OldQuebec by bus/public transportation (I'm arriving at Jean Lesage aeroport first, FYI). I know that there's a Bus #78 that leaves the aeroport but only stops halfway and travellers have to board another bus or something to that effect to reach downtown. Can anyone confirm this? I don't want to take the taxi due to cost/traffic, but I'll just stick with that if it's a last resort. Any advice would be great, thanks!

The Quebec City airport has lamentably poor public transit service. Taxi is the only choice during most of the day .Sorry.
