Limited mobility in Montreal and Quebec City

I am planning a trip to Montreal and Quebec City with my parents who are in their 80s. Will their limited mobility be a problem in touring these cities? Are taxis plentiful?

Taxis are plentiful in both cities, but the best bet for sightseeing is to take a caleche, or open horse-drawn carriage. You will find them in Old Montreal and the Upper Town of Quebec.
