"upscale place at a down market price" In your dreams!
Hotel prices in Singapore have gone up dramatically, and of course, the US dollar's decline against the Singapore dollar doesn't help. I like the Fairmont - best location in town, IMO.
There are so many excellent hotels in SIngapore. I'd just watch the hotel websites for specials. June is not high season, so you may be able to find a great rate somewhere.

For 1 night on layover outbound I stayed at a really cool place but it was in Chinatown(an area I really liked)Scarlet Hotel, 150 US per night. www.thescarlethotel.com
Also stayed at Meritus Mandarin on Orchard Road on the layover in for 2 days. 160 US per night.

Well, the Marina Bay Sands Hotel & Casino should be soft opening around that time. Maybe you could get a good deal there. ;-)
I've heard good things about the Naumi, next to Raffles, but it's currently showing around $200. The Rendesvous, Carlton and Grand Plaza Park Hotel City Hall are my "usual suspects".

We usually send our clients to Traders which is managed by the Shangri-La group (though I haven't stayed there myself). Good location near Orchard Road, Botanical Gardens and public transportation, full range of facilities, well run.

Weird, I'm sure I posted a reply to this last night.
You might have a look at the Amara. It's near Chinatown and downtown. I used to stay there on business regularly, and it was nice then, but appears to have been re-done since. It was showing for around $122 when I checked last night.
