But, Kathie, I find no record of ANY flight on the 16th, other than essentially doing two full trips going through Bangkok and taking pretty much the entire day.
So either I cut my stay in Luang Prabang to 2 nights only instead of three to allow four nights in Siem Reap, or make it four nights in Luang Prabang to only have two nights (one full day) in Siem Reap if I go on the 15th or 17th. Neither seems a very logical option to me. I think I'd rather cut out Luang Prabang than go through the transportation hassles of getting to it and from it for just two nights there.
I was still working on whether it was logical to go to Mae Hong Son for a day or two while in Northern Thailand -- but if I cut out Luang Prabang, it makes it much more feasible.

OK, now here's a new monkey wrench. I could do the circle in reverse going to Siem Reap from Bangkok, then fly to Luang Prabang, then to Chaing Mai, and then back to Bangkok. It shows flights for the right days for that. But I'm now unsure if Bangkok Air is going to let me prebook any Lao Airlines flights in advance after that statement they made in the email. I have another message to them to see what they say about the right dates for those flights and asking if I would be able to book them.
Now, I'm unsure about doing Luang Prabang at all -- although several here have pushed for me to do that. I don't want to spend half my nearly two weeks out of Bangkok just getting between too many places.

Well, here is a surprise. Since it was the weekend I sent an email to Bangkok Air and listed the four flights I wanted to do with the dates I wanted them for and asked if those were all available on Discovery Pass. Surprisingly they emailed me back that they have made the reservation and I have one week to email them credit card information (in two emails, dividing the number) to confirm it.
The only problem is that the website prices it in US dollars as a total of $478. But they have quoted me 17,725 Baht, which is more like $547. I've asked for clarification, but it looks like this is a done deal in any case. BKK to Chiang Mai, then Chiang Mai to Luang Prabang, then Luang Prabang to Siem Reap by way of Pakse, then Siem Reap to BKK.

Yes, the additional $70 was more taxes. It's all done. This morning I received my E tickets and full itinerary and receipt for all the flights. So I have also learned that you can do the Discovery Pass and full booking online -- I never did call (India or anywhere else!).
To clarify, I reversed the order to make it work. I'm flying from BKK to Siem Reap for three nights (arriving fairly early in the morning and leaving at 3 on the fourth day), then Luang Prabang for three nights, then Chiang Mai for a week -- still unsure what and where I'm doing in that area specifically, then returning to Bangkok.
