Craig, I've booked all our hotels in Burma, Laos and other countries with limited infrastructure by just finding hotels on the web that I've liked and booking online, either in an online form or emailing the hotel directly. For some hotels in Burma, I had to fax credit card details to a different country. For one hotel I had to fax to France and for another, to Thailand. I never used an agent for either of those countries. We did use one for Vietnam but my guess is that Vietnam has a much more mature tourist infrastructure than Burma or Laos. I did our entire three week trip to Burma, Laos and Vietnam, including all air, without using one agent and it ran very smoothly.
