For more privacy, you might want to also think about outside of Phuket. A small sampling of places that offer what you want...
The Sarojin in Khao Lak
La Flora Khao Lak.
Pee Pee Island Village in Phi Phi
Koyao Island Resort in Koh Yao
Paradise Koh Yao in Koh Yao

That is still an expensive time though not as expensive as earlier in the month, Kata Thani, Meridien Yacht Club, Meridien Resort plus others but are you looking for a busy beach area or quieter beach area.
Except for some very basic snorkeling on rocks near Kata you need to go 'off island' for snorkeling, rooms with sea view are a premium, take a look at this local site, therre are lots of possibilities but you need to choose beach first

Here are some which are within your budget and are good, note that there are not than many absolute beachfront places on Phuket so if a view of the sunset and sea from your balcony is important it can come at a premium but these are what I would call value for money places.
Beaches: Patong ( very very busy ), Kata and Karon ( quieter ) but still restaurants and easy access to places, Nai Harn ( quietet ) Laguna area ( quiet ) Bangtao /Surin fairly quiet.
Karon beach Resort ( about $ 160 )

Kata Beach Resort ( about $ 170 )

Kata Thani ( $ 130-200 )

This is hillside above north end of Karon beach, steep hill to and from but views and quite a bargain around USD 100

If you want to be in a lively resort area, busy, nighlife, this is a good boutique place across the beach raod, busy but 'if' you wanted to be in Patong, ( $ 190-240 )

Koh Yao is very quiet, lovely beach places but no shopping, a couple of local restaurants but nothing else at all, very remote island, nice to totally get away from it all.

In the "Special Edition Winter 2006" issue of Outside Traveler (which I just picked up at a bookstore a few days ago in Tampa area) there is an article about Phuket and tourism. I know that the article was written LONG before the magazine gets published, but it still indicated tourism on Phuket to be down 60%. According to the article... "Amanpuri Phuket and Mom Tri's Villa Royale hotels have cut their prices by 50." I've stayed at Villa Royale twice, and can attest to the idea that it is among the very BEST on Phuket. You might check their rates, but even at 50% off, it will probably be in the $300+ range.
Kata Thani is another fantastic resort on Phuket. If they are having any specials, I'd consider that one. I junior suite in the ocean building would be very nice for you.
I'm not a snorkler to cannot comment on how good it is around the Kata and Kata Noi beach areas.
