They are a regional airline that’s been around since 2006. They operate flights for Delta Connection and American Eagle.
FYI - almost all American Eagle flights (and Delta Connection flights and the “short hop commuter arms” of the larger airlines) are operated by a local regional airline. In your case the plane itself will be painted in American Eagle livery even though it is “operated by” Compass. This is a standard practice in the industry.

Why on earth not?
Every single time I fly international (which is a lot) my first leg will be on a regional carrier - often American Eagle/Compass/whatever to LAX or to PHX or whichever major airport my airline uses. You still get the miles, still can use the Lounge if eligible, etc etc.

These feeder services are usually so integrated into the big company's operations that they look and feel like one company. If you can find an international service from your airport then certainly consider it, but you may not have a choice.
