What a 180 from earlier news. Not good, but does this mean the drought may be finished?

No, it doesn't necessarily mean that the drought problem is over, unfortunately.

The ground was so dried out, like concrete, that any heavy rain would surely just collect in the lowest spot rather than being absorbed into the ground.

It's good and bad News.

If it really is part of the El Nino phenomena and continous into 2010 it could be that the situation will be even worse than the one we experienced in 2007 when vehicles got stuck all over and needed to be pulled out by tractors. People missed their long-haul back to EU or US due to the chaos.

The infrastructure has not improved since. So chaos is in the pipeline - just a question of "when" as the promised enhancements are still overdue.

Gosh - when does the government finally comply with its duties?

All too sad.

Kisumu is near Lake Victoria and has a weather system of its own. The Lake Victoria area never really got hit with drought. The rest of Kenya is still bone dry.
